Wakiso district’s outgoing chairman, Matia Lwanga Bwanika, has criticized the central government for neglecting service delivery at the local government level.
Speaking to Bbeg Media after being nominated as a parliamentary aspirant for Busiro South by the National Unity Platform (NUP), Bwanika highlighted the challenges local governments face in implementing public service programs due to inadequate funding.
“We are disappointed with the government’s allocation of only 7% of the national budget to local governments,” Bwanika said.
He said the limited funds hinder progress in critical areas such as water, roads, markets, schools, and hospitals. He further noted that taxes collected by Wakiso District are sent to the central government, leaving local communities without proportional benefits from their contributions.
Bwanika called on the government to prioritize service delivery at the local level and ensure funding aligns with the responsibilities of local governments.
“If the government intends to centralize service delivery, then local governments should be assigned alternative roles or provided with budgets that match their mandates,” he said.
Reflecting on his tenure as district leader, Bwanika pointed out his clean public service record and expressed his determination to advocate for Wakiso District and Busiro South in Parliament.
He justified his decision to run for the Busiro South parliamentary seat to the failure of some current MPs to effectively address issues like water, electricity, education, health, markets, and infrastructure.

“Some MPs focus on petty politics instead of oversight, appropriation, and legislation for service delivery,” he remarked.
Bwanika described his parliamentary bid as a carefully considered move, driven by the need to work closely with his constituents to address Wakiso’s challenges.
