Nkalubo Mixed Farm in Bendegere Village, Katabi Town Council, Wakiso District faces closure following complaints from residents regarding a persistent foul odor emanating from the facility.
According to a statement issued by NEMA today, 2nd July, 2025, it has launched an investigation into the residents’ concerns.
“The concerns have also sparked public debate over a stop notice that had previously been issued against the farm,” reads the statement in part.
During an on-site inspection by NEMA’s team of Environmental Inspectors, several violations were observed:
The facility is engaged in large-scale livestock operations, currently housing more than 14,000 layer birds and 40 pigs.
Unsanitary conditions—particularly wet flooring combined with chicken droppings—have led to elevated strong offensive smells.
Poor waste management practices, including the improper disposal of poultry and pig waste into the surrounding community, have contributed to significant air and soil pollution.
These issues have raised public health concerns among nearby residents.
According to National Environment Act Cap. 181, any facility of this scale is required to submit a project brief and obtain an environmental license from NEMA.
However, the farm lacked the required documentation, in contravention of Sections 162(e), 163, and 164 of the Act.
