Uganda Reopens DRC Bunagana Border Amid M23 Control

Uganda has officially reopened the Bunagana border post with the Democratic Republic of Congo (DRC), signaling a renewed commitment to regional trade and diplomacy—even as the area remains under the control of the M23 rebel group.

The decision, initiated by a directive from Uganda’s Chief of Defence Forces, General Muhoozi Kainerugaba, follows a growing regional trend of maintaining border operations despite instability. Officials cited economic motivations and the need to recover lost trade opportunities as key drivers of the move, noting that other countries like Rwanda have continued operating border posts in M23-held areas.

Although the border had been functioning informally since the rebel takeover in mid-2022, Thursday’s heavily guarded ceremony marked its formal reactivation. Kisoro RDC Hajji Badru Sebyalla, speaking on behalf of President Museveni, applauded the joint security efforts of Uganda and the Congolese army, while also acknowledging the diplomatic support of the East African Community (EAC).

Local Congolese officials described the toll of the prolonged closure, citing increased poverty and hardship. With the resumption of trade, both sides expressed hope for economic revival. Leaders from Kisoro and Bufumbira emphasized the social and cultural significance of the move, beyond its commercial impact.

However, analysts warned that the reopening may also strengthen M23’s financial base, posing a challenge to regional security efforts. Meanwhile, border officials from Uganda Revenue Authority and immigration services cautioned that full-scale operations will resume only after receiving further administrative guidance.

Ultimately, the reopening of Bunagana reflects both economic pragmatism and geopolitical complexity—reviving local livelihoods while testing the region’s ability to balance commerce and conflict.
