KAMPALA, Uganda — The Uganda Registration Services Bureau has appointed Mustapher Ntale as the new deputy registrar general of registries, according to an agency announcement.
Ntale, an advocate who previously served as the bureau’s commissioner of legal services, rises to the leadership role as the agency undergoes a period of institutional reform and digitization.
In an official statement, the URSB described the appointment as well-deserved, citing Ntale’s service across several strategic departments. He previously held roles as commissioner of business registration and director of insolvency and receivership.
During his tenure, Ntale helped lead reforms to strengthen business registration systems and improve regulatory compliance frameworks. He also worked to enhance insolvency and receivership processes to support the nation’s commercial infrastructure.
In his new role, Ntale will oversee core registry functions, including business registration and insolvency administration. These processes are considered vital to maintaining investor confidence and supporting private sector growth in Uganda.
Ntale holds a Master of Laws from the University of Cambridge and a Bachelor of Laws from Makerere University. He also earned a postgraduate diploma in legal practice from the Law Development Centre.
The appointment comes as the bureau continues to move toward more transparent and accessible digital registry services.
