NRM Secretariat to Roll Out Parish Mobilization Strategy

The National Resistance Movement party secretariat is set to deploy campaign teams across all parishes in Uganda to popularize President Yoweri Museveni’s candidacy and other flagbearers.

President Yoweri Museveni launched his campaigns in Luwero district on 30th September 2025 with a rally at Bukalasa Agricultural College.  Museveni has since covered 20 districts on his campaign trail, addressing a rally in each district.

The NRM Secretariat is also organizing Buganda for Museveni rallies to campaign for Museveni and Members of Parliament, among other flagbearers.

Rose Namayanja, the Deputy Secretary General of the National Resistance Movement, has revealed that as the big rallies go on, the secretariat is also set to deploy campaign teams to traverse 10,717 parishes across the country.

Namayanja said that the campaign teams will partner with local NRM leaders to organize and mobilize supporters to attend small parish rallies.

Namayanja said during the parish meetings, the teams will articulate the NRM manifesto and gains attained before seeking support for President Museveni among other flagbearers.

Recently, NRM Leaders in Luwero district banned leaders from other regions from campaigning in the area, insisting they can’t win support from the local masses.

But Namayanja explained that the teams will be composed of local leaders and deployed within their districts to work with party leaders to deliver campaign messages.

She said the teams will be able to cover all parishes within two months before the general elections in January 2026.

NRM Leaders and supporters in Luwero district have since welcomed the strategy, saying it is effective in disseminating campaign messages.

Denis Kibirige, the NRM Publicist Secretary for Luwero district, said the strategy will help the party to reach out to the masses rather than rallies where supporters are transported from other areas and local issues are not properly addressed.

“Only local people from the villages will attend the parish rallies, and we shall be able to explain the party manifesto as well as the NRM government’s gains to the right audience. In big rallies, you will be talking at a local school constructed as a major gain at the village, yet someone in the audience doesn’t relate to such a message, “ Kibirige said.

Kibirige also noted that the strategy will help the NRM leaders at village party structures to participate in mobilization cheaply compared to other large rallies.

“Here we shall mobilize residents by word of mouth with no need to transport people since rallies will be held under the tree within the parish,” Kibirige said.

George William Namugera Nkokonyole, the LC 1 Chairperson of Kakokoolo zone, said the strategy will also help the NRM Secretariat to interact with local people and instill hope in case there are service delivery gaps.

“We are happy that this time NRM secretariat is ready to reach out to supporters within the communities and listen as well as explain the issues that affect them”, Namugera said.

President Yoweri Museveni is expected to hold his last campaign rally in Kampala Central on 12th January, 2026, ahead of elections.
