Kaliro NTC Top Bosses to Lose Jobs Over Shs120M Corruption Scandal

The Deputy Inspector General of Government, Dr. Patricia Achan Okiria has today June, 24, 2025 ordered the Permanent Secretary (PS) of the Ministry of Education and Sports, Dr. Kedrace Turyagyenda, to interdict two top officials of Kaliro National Teachers’ College, until prosecution of their case is concluded.

 

The accused include Evelyn Grace Lanyero- College Principal and Mr. Clement Epalat (College Accountant). The duo was charged by the Inspector General of Government (IGG) on May 23,2025, with abuse of office and causing financial loss of more than Shs120 million.

 

Ms. Evelyn Grace Lanyero was arrested by the IG and arraigned before the Anti-Corruption Court.

 

Her Worship Esther Asiimwe granted her bail after she denied any wrong doing. She is expected to appear in court on 27th June, 2025 for mention of her case while Mr. Clement Epalat, is currently in hiding and court has since then issued criminal summons to him to appear in court on June 27, 2025.

 

The IGG states that article 230(2) of the Constitution of the Republic of Uganda and Section 13(6) of the IG Act, Cap 32 provide that:

“The Inspector General may, during the course of his or her duties or as a consequences of his or her findings, make such orders and give such directions as are necessary and appropriate in the circumstances.

 

In the instant case, public interest demands that while the case against the above public officials is still ongoing in court, they should be suspended from exercising the powers and functions of their office.

 

Details of the charge sheet are as follows:

 

On causing financial loss, it’s alleged that Lanyero Evelyn Grace, 51 years old and Clement Epalat, 54 years old, in November 2022, in Kaliro District, being employed as Principal and Accountant, at National Teachers’ College, Kaliro, respectively, irregularly effected payment of UGX120,904,000 (One hundred twenty million nine hundred and four thousand shillings only) to M/s Nissi Restaurant and Take Away for meals and refreshments for participants in an Information Communications Technology Retooling Workshop knowing or having reason to believe that their actions would cause financial loss to the Government of Uganda and indeed caused loss of the said UGX120,904,000 (One hundred twenty million nine hundred and four thousand shillings only) to the Government of Uganda.

 

It’s also alleged that Clement Epalat, 54 years old, between November 2022 and January 2023, in Kaliro District, being employed as Accountant at the National Teachers’ College, Kaliro, irregularly processed payment of Shs. 12,412,698 (Twelve million four hundred twelve thousand six hundred ninety eight shillings only) as Withholding Tax to Uganda Revenue Authority knowing or having reason to believe that his action would cause financial loss to the  Government of Uganda and indeed caused loss of the said UGX12,412,698 (Twelve million four hundred twelve thousand six hundred ninety eight shillings only) to the Government of Uganda.

 

Regarding abuse of office, Grace Lanyero, 51 years old and Clement Epalat, 54 years old, in November 2022, in Kaliro District, being employed as Principal and Accountant at National Teachers’ College, Kaliro, respectively, did an arbitrary act, in abuse of the authority of their respective offices and to the prejudice of the Government of Uganda when they irregularly obtained a loan facility of UGX45,000,000 (Forty Five Million Shillings Only) from Stanbic Bank on behalf of Kaliro National Teachers College and caused loss of the said amount.
