Kabale Teacher convicted of child trafficking, rape, and defilement.

High Court Justice Richard Wejuli Wabwire found Tukwasibwe guilty of these crimes, which he committed while leading *Educate a Child Street Children Uganda*, a community-based organization (CBO) in Kabale. The group functioned as a children’s home between 2013 and 2018 until his arrest.

Chief State Attorney Joseph Kyomuhendo and the prosecution team revealed that Tukwasibwe, a social worker and teacher, lured vulnerable children into his care with promises of education and shelter. Instead of offering a safe environment, he ran an unregistered children’s home, which also served as his residence—a setup that enabled abuse.

Prosecutors detailed that Tukwasibwe sexually assaulted multiple victims, including rape and aggravated defilement, in various locations—his home, hotels in Kabale, Kisoro, and Ntungamo districts, and even inside his vehicle. He reportedly coerced some victims using birth control pills/injections and threats of withdrawing support if they refused.

One of the most severe cases occurred in August 2018 when a 19-year-old victim was targeted. Tukwasibwe arrived at her home early in the morning while her mother was away, convincing her to accompany him under the guise of running errands for his organization. Instead, he took her to Kirigime Guest House in Rushambiya cell, Kabale, where an unidentified person locked them in a room.

Despite her resistance, Tukwasibwe forcibly raped her, threatened her with expulsion and death if she spoke out, then gave her Shs 30,000 and dropped her off near her cultural group’s training site.

Justice Wabwire ruled that Tukwasibwe’s pattern of demanding sex in exchange for aid, reducing support as punishment for refusal, and the 2018 assault demonstrated predatory behavior. Based on witness testimonies, he was convicted on six counts, including rape, aggravated defilement, and human trafficking.

However, due to insufficient evidence, Tukwasibwe was acquitted of seven other charges, including aggravated child trafficking and additional counts of rape and defilement. His sentencing is scheduled for June 24.

Justice Wabwire emphasized that the case underscores the dangers of unregulated children’s facilities, citing poor living conditions—overcrowded, poorly ventilated rooms and unsupervised meals—as violations of the Children’s Act, which mandates strict oversight to protect minors from exploitation.
