JUST IN! Gov’t Sets Deadline for MDA’s, Local Gov’ts to Seek Recruitment Clearance

The Ministry of Public Service has announced a deadline for Ministries, Departments, Agencies and Local Governments to seek clearance for recruitment of new staff.

 

Addressing the Media today, Wednesday, July 02, 2025, Hon. Wilson Muruli Mukasa, Minister of Public Service revealed that 30th December 2025 is the final deadline for MDAs and Local Governments to seek recruitment clearance, backed by wage and staffing analysis.

 

Mukasa warns that recruitment requests submitted after the deadline will not be considered, emphasizing the importance of adherence to timelines.

 

Mukasa was together with Permanent Secretary Mrs. Catherine Bitarakwate Musingwiire, was briefing the press on the Circular Standing Instructions for FY 2025/2026 salary structures.

 

Hon. Muruli Mukasa confirms that the government has allocated a wage bill of UGX 8.55 trillion for FY 2025/2026, an increase of over UGX 724 billion from the previous financial year.

 

Muruli highlights the government’s continued commitment to implementing long-term salary enhancement targets, with UGX 2.4 trillion invested over the last six years since FY 2018/2019.

 

Muruli reports that the pension and gratuity budget for FY 2025/26 stands at UGX 1.48 Tn, up from UGX 1.19 Tn in FY 2024/25.

 

He attributes the pension increase to a growing number of retiring public officers and recent payroll cleanup efforts by the Office of the Auditor General.

 

Hon. Muruli Mukasa reveals that the government committed UGX 195 billion in FY 2024/2025 towards recruitment, creating over 20,000 new jobs across MDAs and local governments.

 

Muruli says further resources have been allocated for recruitment in FY 2025/2026, especially targeting Primary Health Care and Secondary Education sectors.

 

Muruli notes that UGX 55.5 billion has been set aside for staffing newly constructed health facilities and upgraded hospitals, as well as new Seed Secondary Schools.

 

He cites the 2018 pension reform that simplified the retirement process from 28 steps to just 4.

 

Hon. Muruli announces the official rollout of the Balanced Scorecard (BSC) system as Uganda’s performance management framework, effective 1st July 2024.

 

He stresses that BSC will enhance results-based performance tracking.

 

Mukasa confirms that starting 1st July 2025, performance management via BSC will be fully automated through the Human Capital Management (HCM) system.

 

He also urges all Responsible Officers to plan for staff and managerial capacity building.
