Abdul Noor Ssemujju, commonly known as “Minaana” and a former operative with Uganda Police’s disbanded Flying Squad Unit, has been formally charged with the 2015 murder of Joan Kagezi, who served as an Assistant Director of Public Prosecutions.
Ssemujju appeared before the Nakawa Grade One Magistrate’s Court on Monday, where he was officially added to the charge sheet alongside Senior Superintendent of Police (SSP) Nixon Agasirwe, who had already been implicated in the case.

Appearing frail and limping, Ssemujju made disjointed statements as he was assisted into the courtroom. While inside, he complained of torture during detention and told Magistrate Daphine Ayebare that he had not eaten in nearly four days, pleading for food.
In response, the magistrate briefly halted court proceedings to ensure he was provided with a meal and instructed the Uganda Prisons Service to investigate his torture claims.
When the session resumed at 3:00 p.m., prosecutors officially updated the charge sheet, listing Ssemujju as the second suspect (A2) in the high-profile murder case.
Because murder is a capital offense, the magistrate did not take his plea, noting that only the High Court has the authority to try such serious charges.
Magistrate Ayebare directed prison officials to carry out a medical assessment to verify the torture allegations raised by Ssemujju.
Prosecutors told the court that investigations are ongoing and requested more time to gather evidence. The case was adjourned to July 8, 2025, when the medical report is expected to be presented.
Ssemujju, who was remanded to Luzira Prison, was later seen dragging himself across the courtroom benches as security officers escorted him out.
Joan Kagezi was shot and killed on March 30, 2015, in Kiwatule, Kampala, while driving home. Her murder shocked the nation and attracted international condemnation. Although various suspects have been mentioned over the years, formal charges have only recently begun to take shape.
