Ex-Mulago Doctor Fined for Forging Medical Report to Aid Fraud Suspect’s Bail

A former orthopaedic surgeon at Mulago Hospital has been fined Shs 4 million for forging medical documents to assist in the bail application of a high-profile fraud suspect.

Dr. Hassan Segujja admitted to falsifying a medical report claiming that Kampala District Land Board chairperson David Balondemu was scheduled for prostate surgery at Kampala Hospital. The forged documents were used in court during Balondemu’s bail application in a fraud case involving over $553,000 (Shs 2 billion).

Balondemu, recently nominated as the NRM flagbearer for Luuka North constituency, has previously faced multiple fraud-related charges, including a Shs 2.2 billion gold scam case—both dismissed due to lack of evidence.

Segujja’s confession was part of a plea bargain reached with the Office of the Director of Public Prosecutions, allowing him to avoid a custodial sentence of over three years. The court, led by Chief Magistrate Ronald Kayizzi, instead imposed a fine, with a two-year prison term as the alternative if unpaid.

Investigations revealed the documents were never issued by Kampala Hospital, as confirmed by its CEO, Dr. Peter Kibuuka. The case adds to growing scrutiny of corruption in legal and medical circles, with Segujja testifying to a long-standing friendship with Balondemu and admitting he was paid Shs 1.7 million to evade arrest.

The forgery has triggered renewed calls for vigilance against abuse of professional authority in aiding judicial deception.
