RUBANDA -The race for the Rubanda District Chairperson seat has intensified after Eng. Julius Twinomujuni Buzaare was duly nominated to contest as an independent candidate in the forthcoming general elections.
Buzaare’s nomination comes weeks after he rejected the outcome of the July 24th NRM primaries, where he garnered 25,082 votes against incumbent Ampaire Stephen Kasyaba’s 50,594.
Speaking shortly after his nomination, Buzaare expressed confidence in the fairness of the Independent Electoral Commission and urged his supporters to remain peaceful, united, and resilient.
He cautioned against intimidation and divisionism, especially along religious lines. “We are not electing religious leaders—we are electing leaders who will bring roads, schools, clean water, and better services,” he said. “Leadership is about serving all people equally, regardless of their place of worship or origin.”
Buzaare warned against divisive identity-based politics, saying it hampers unity and development. He pledged to foster inclusive leadership that brings together all communities for the progress of Rubanda.
Buzaare further criticized what he termed poor leadership under the current administration, which he said had created divisions among district staff. “It’s unfortunate that many public servants in Rubanda are not in good working terms with each other. If elected, I will restore teamwork, professionalism, and harmony in the district administration,” he said.
Buzaare outlined his priorities, including infrastructure development, improved education and health services, land reforms, peace-building, and fighting corruption through strict accountability.

Running under the independent symbol of a clock, Buzaare will face incumbent Chairperson and NRM flag bearer Ampaire Stephen Kasyaba, alongside other contenders, in what is expected to be one of the most competitive chairmanship races in Rubanda District’s history.
