The Electoral Commission (EC) has launched construction of a modern headquarters in Lweza, Wakiso, marking a significant step toward enhancing election management.
For years, the EC has lacked a permanent base, operating from temporary offices in the Industrial Area since vacating its Jinja Road premises in 2022 tto pvae way for the construction of the Kampala Flyover.
These facilities have hindered efficient operations due to limited space for staff and election activities.
To address this, President Museveni instructed the National Housing and Construction Company (NHCC) to secure suitable land and develop a state-of-the-art EC headquarters.
Government rejected a prior proposal to purchase a building in Butabika for Shs 60 billion, emphasizing the need for a more advanced and purpose-built facility. NHCC selected Lweza for its proximity to major routes like the Entebbe Expressway and its capacity to accommodate expansive infrastructure.
The groundbreaking ceremony, officiated by Prime Minister Robinah Nabbanja, highlighted the project’s significance.
NHCC CEO Kenneth Kaijuka described the new headquarters as a first-of-its-kind in Africa, featuring cutting-edge technology, robust security, and self-contained operations.
- The facility will include key features such as:
- A printery for producing ballot papers domestically.
- A modern center for nominations and vote tallying.
- An ICT hub for secure election data management.
- A hospital with emergency medical services.
- Staff housing and a hotel for international election observers.
- Large warehouses for storing voting equipment.
- Training halls, a press center, and ample parking.
The project is slated for completion within two years.
