As Uganda gears up for the 2026 general elections, the Electoral Commission (EC) has announced a postponement of the elections for non-unionized workers nationwide.
In a statement issued on Friday, August 1, 2025, the EC informed the public, including regional election officers, returning officers, and community development officers, that the elections for delegates of non-unionized workers at the sub-county, division, and Town Council levels, originally set for Tuesday, August 5, 2025, have been rescheduled to Monday, August 18, 2025.
The EC cited Section 15 of the Parliamentary Elections Act, Cap 177, which mandates the minister responsible for Workers to register all non-unionized workers in their respective Sub-Counties, Town Councils, or Divisions and to convene those willing to participate at the respective headquarters.
The EC is tasked with organizing and overseeing these elections.
A non-unionized worker, as defined by the law, is an individual who provides services for remuneration, holds a valid employment identity card, and is not affiliated with a labor union.
The EC, in consultation with the Minister responsible for Workers, has postponed the Sub-County conferences to August 18, 2025, to finalize necessary preparations.
The revised schedule for the election of non-unionized workers is as follows:
Sub-County Delegates’ Conference: Scheduled for Monday, August 18, 2025, at each Sub-County, City Division, or Municipal Division Headquarters. This conference will elect ten (10) delegates, including at least three women, to represent the Sub-County at the City/District Delegates’ Conference.
City/District Non-Unionized Workers’ Delegates’ Conference: Set for Friday, August 22, 2025, at each City or District Headquarters. This conference will elect ten (10) delegates, including at least three women, to advance to the Regional Non-Unionized Workers’ Delegates’ Conference.
Regional Non-Unionized Workers’ Delegates’ Conference: Planned for Monday, August 25, 2025, in Uganda’s four traditional regions—Northern, Eastern, Central, and Western. Each region will elect ten (10) delegates, who will join unionized workers’ delegates to form the Electoral College for electing Members of Parliament representing workers at the national level.
The EC emphasized that eligibility to participate in the delegates’ conferences requires individuals to be Ugandan citizens aged 18 or older, registered voters, non-unionized workers with valid employment identity cards, and not members of any labor union.
EC further outlined that conferences will commence at 7:00 am, with nominations conducted orally by a proposer and two seconders.
Voting will involve lining up behind candidates, prioritizing the election of three women delegates at each level. The ten delegates elected at each stage will serve solely as representatives, not as officeholders such as Chairperson, Vice-Chair, or Secretary.
The ten delegates from each region will form part of the National Delegates’ Conference, which will elect Members of Parliament representing workers.
The 2026 general elections will take place between January 12 and February 9, 2026, with specific dates to be confirmed by the EC.
