Court Slaps Besigye, Lutale With Fresh New Charges

The Criminal Investigations Department (CID) has slapped what appears to be amended charges on Rtd Col. Dr. Kizza Besigye, Hajji Obeid Lutale and Captain Dennis Oola.

The charge sheet dated Thursday, 20th February, 2025 and received by the Chief Resident State Attorney on the same date, the trio have been charged with Treason contrary to section 23 (1) (C) of the Penal Code Act, Cap 128.

It is alleged that trio between 2023 and November, 2024 at various places and countries including Switzerland, Athens in Greece, Nairobi Kenya and in Kampala contrived a plot to overturn the government of Uganda by use of force. This was allegedly done by utterances and overt acts.

The State alleges that the accused travelled to various countries including Switzerland, Athens in Greece, and Nairobi Kenya for purposes of attending meetings to further the plot of overthrowing government.

They are also accused of meeting various individuals both physically and virtually in the already mentioned countries with the purpose of overthrowing a government by law established.

Besigye is also accused of uttering to various individuals during meetings his desire to overthrow the government.

The trio is jointly charged with providing logistical support and organizing several Ugandans to travel to Kisumu-Kenya for the purpose of receiving training in various military and intelligence gathering techniques.

Another particular of the Treason Charge is that the trio solicited for military, financial and other logistical support to overturn government.

The second Charge is Misprison of Treason Contrary to Section 25 of the Penal Code Act, Cap 128. Here the accused are charged with not giving information to the relevant authorities yet having knowledge that another person intended to commit treason or use all reasonable endeavors to prevent the commission of treason.
