After more than a month in detention, the Buganda Road Chief Magistrate’s Court has granted bail to one of two men accused of inciting violence and spreading hate speech against high-ranking Ugandan government officials.
Assistant Superintendent of Police (ASP) Charles Twine was released on June 30, following a court ruling that found his sureties credible and his bail application compliant with legal requirements. Twine had been on remand at Luzira Prison for 37 days on charges of inciting violence, hate speech, and malicious communication involving figures such as President Museveni and Chief of Defence Forces Gen. Muhoozi Kainerugaba.

Twine was granted bail of Shs 5 million in cash, while each of his four sureties—including a teacher, commissioner, university lecturer, and businessman—was bonded at Shs 50 million non-cash. The state had opposed the application, questioning the validity of the sureties, but Chief Magistrate Ronald Kayizzi overruled the objections, calling them speculative.
Meanwhile, Twine’s co-accused, Noah Mitala, alias Nuwa Mutwe, a civilian bodyguard to opposition leader Robert Kyagulanyi (Bobi Wine), was denied bail. The court ruled that most of his sureties lacked proof of employment or the capacity to meet bail obligations, save for his father, Henry Kawuma.
The two men are accused of using electronic communication between January 2024 and May 2025 to incite violence and spread malicious content targeting government leaders, including Speaker Anita Among and Deputy Speaker Thomas Tayebwa. Both deny the allegations.
Mitala remains in custody, with the court advising him to seek more credible sureties or apply for bail through the High Court. The case resumes on July 14.
